An apparatus for increasing the flow velocity of a fluid and producing a low pressure is provided to install pipes in parallel to a fluid which randomly flows. An inlet having a great cross-sectional area is dipped into a fluid. An outlet is dipped into the fluid or not. The fluid passes from the inlet to the outlet, so that the flow velocity of the fluid is increased and the pressure of the fluid drops through a Venturi effect. A fixed and stabilized part(3) and a part extending from the outlet are additionally provided. A turbine or a low-pressure-based device is provided in order to use the fluid having the increased velocity and the dropped pressure to generate power. A preliminary exhaust port is provided in the outlet to discharge the fluid if the increased flow velocity reaches a limited velocity.
