A system and a method for controlling brain waves in the network are provided to enable a user wearing a brain wave control device to produce a predetermined brain wave through concentration and brain contraction brain wave training according to propensity of the user by correctly checking a brain wave state of the user in real-time, and enhance a learning effect of the user by providing a stimulus signal for enhancing the concentration. A brain wave measurer(102) measures electric activity of brain neural cell groups forming the cerebral cortex of the user from the scalp. A communicator(104) converts the measured brain wave into a proper communication protocol, transmits the converted brain wave to a control server, and receives a brain wave production signal from the control server. A sound output part(106) generates a sound stimulating the brain neural cell group according to the brain wave production signal. The control server includes a brain wave information manager storing/managing brain wave information of the user to a brain wave information database, a brain wave comparator comparing the brain wave information of the user with reference brain wave information stored in the database, a stimulus signal setting part, and a transceiver.
