The control device has a prime mover starting device for starting a prime mover (11) through stimulation in a stopped condition with holding a kinetic energy of a vehicle. A torque fluctuation determination device (21) is provided for determining a torque, which is applied to a wheel, when the prime mover is started by stimulation. A torque fluctuation balancing device adjusts a command torque for a motor generator (12) to adjust the determined torque.
