The device has a plastic film envelope (E) which is metal coated in its inner side, fixed on a rigid polypropylene base (X) and is inflated by electrostatic repulsion. Photovoltaic solar panels (P1, P2) are placed on sides of the base for supplying electrical energy to the device, where the base has electronic reactors (R) which are oriented by remote control. An interrupter automatically cuts the flow of positive charges of an electrostatic generator during inflation of a balloon. Negative charges emitted by the generator are stored to supply the electronic reactors.
