The toggle has hub (1) surrounded of identical segments (2) whose initial diameter is increased through collars (3). A solid disk (4) is reconstituted by assembling the hub, segments and collars without using screws and nuts for forming a sealed internal hydraulic stopper placed inside a tube. The stopper is associated with an external hydraulic ring (7) that is formed of opening carriages (8) placed around the circumference of the tube.
