PPROBLEM TO BE SOLVED: To provide a greening vegetation base in a construction site enabling greening of the construction site while maintaining the environment through putting back crushed chips and surface soil generated in the construction site to the construction site again: and to provide a greening method for construction. PSOLUTION: The greening vegetation base in a construction site is produced by charging a mixture of surface soil generated in the construction site, crushed woody and/or grassy chips produced in the construction site, combined/granulated material containing substance which generates a hydrated chemical compound through causing hydration reaction, and water in a bag having a plurality of openings and formed of biodegradable plastic material.
