PROBLEM TO BE SOLVED: To shorten a processing time for retransmission of an HARQ system with respect to a retransmission processing method for a random access procedure of mobile communication, a mobile station device, and a base station device.;SOLUTION: A mobile station measures the reception quality level of a down signal from the base station device, and predetermines the number of times of retransmission of message information based upon the reception quality level (step 1-1). When a preamble signal for random access is transmitted, information on the number of times of retransmission of the message information is transmitted to the base station device together with the preamble signal (step 1-2). After a response signal is received from the base station (step 1-3), the message is continuously retransmitted up to the predetermined number of times of retransmission successively to the message information of the initial transmission (steps 1-4 to 1-6).
