PPROBLEM TO BE SOLVED: To provide a test item creation device which can be used in an upstream step of a software test, and to provide a test item creation system, a test item creation method, and a test item creation program. PSOLUTION: The test item creation device 100 includes: an information accumulation means 120 which accumulates project information and test items related to software; an input means 110 which receives input of project information and a test item for software to be tested; and a test item extraction means 130 which extracts a test item used for the test of the software to be tested from the test items accumulated in the information accumulation means 120 based on at least either one of the project information and test item input to the input means 110.
