PROBLEM TO BE SOLVED: To solve problems that a duty system is not stable and the management system on the employer side is also ambiguous, and a social institution is not strictly observed although the compensation of the labor disaster accident of a short-term worker is calculated by attendance hours and days.;SOLUTION: A personal identification means 1 stores personal identification data in a database 6. Work starting and ending data of a work starting/ending management means 3 is stored in the personal identification data. The personal identification data and/or the work starting/ending data in the database 6 are displayed in a data display means by the use of an ID card 2 via the work starting/ending management means of another company. The work starting/ending data from another work starting/ending management means is stored in the personal identification data by the use of the ID card.
