PROBLEM TO BE SOLVED: To provide a character recognition device and a character recognition method in the character recognition device, allowing correct character recognition even if a positional shift of a character occurs, and not causing reduction of processing speed.;SOLUTION: This character recognition device has: a whole image reading means capable of reading even a portion printed by a dropout color; a character image reading means capable of reading only a portion printed by a non-dropout color; a character cutout means; a format parameter storage means; and a character recognition means. When a read character position shifts from a position stored in the format parameter means, the character cutout means corrects a character cutout position based on an image of a character frame printed by the dropout color read by the whole image reading means, and cuts out the character.
