PPROBLEM TO BE SOLVED: To provide a non-equilibrium plasma discharge engine in which ignition is performed by non-equilibrium plasma discharge with low energy consumption and a lean combustion limit is expanded. PSOLUTION: This non-equilibrium plasma discharge ignition device comprises: a first electrode 51 extending in a combustion chamber 13 into which fuel is introduced; a second electrode 52 so disposed as to be opposed to the first electrode 51; a dielectric 53 covering one of the first electrode 51 and the second electrode 52; and a volumetric ignition means 60 for volumetrically igniting the fuel in the combustion chamber by non-equilibrium plasma discharge between the dielectric 53 and the other electrode by applying a voltage between the first electrode 51 and the second electrode 52.
