PROBLEM TO BE SOLVED: To prevent a user from being burdened with unwilling charging and to perform smooth packet reception control by suppressing packet transmission resulting from the reception of a troublesome SMS (short message service) message.;SOLUTION: A URL (uniform resource locator) showing the address of an ISP (Internet service provider) 20 being a different network other than a mobile communication network 10 is stored in a push initiator device 13 of the mobile communication network 10. A push gateway device 12 describes the URL corresponding to the ISP 20 stored in the push initiator device 13 in an SMS message at the time of a packet reception request to a mobile terminal device 30 from the ISP 20 through the mobile communication network 10.
