A system for recognizing a registered number plate of a vehicle using an image signal inputted to a mobile terminal and its recognizing method are provided to instantly check a vehicle by using an image transmitted in real time and provide an accurate image by obtaining captured images at various angles. An image inputting/transmitting unit(100) captures an image of a range of a number plate region of a running vehicle by a mobile terminal with a camera and transmits continuously inputted images in real time. An image capturing/outputting unit(210) stores and outputs the images transmitted from the image inputting/transmitting unit. A valid number plate determining unit(220) extracts the number plate region from the images and reads whether the extracted number plate region is recognized. A database unit(310) stores and aligns the read vehicle number plate information in the order of optimum states. A number plate recognizing unit(320) recognizes the number plates in the order of optimum states.
