A cognitive radio system using reporters is provided to increase the efficiency of channel resources by transmitting channel usage information and location information to a terminal in a cell where an incumbent user/system exists, restraining a cell user, who can interfere with the incumbent user/system, from using an associated channel, and putting restrictions for channels having interference possibility which can be generated in neighbor cells. A cognitive radio system(1) comprises base stations(11,13), an incumbent user/system(40), a mobile station(30), and reporters(51-56). Each base station controls communication in its service coverage through a wireless interface, based on the cognitive radio system. The incumbent user/system is a system which occupies a channel supplied from a base station and services data. The mobile station periodically senses the incumbent user/system in order to occupy an unoccupied channel within the output range of the incumbent user/system, and transmits sensed data to the base stations through a report channel. The reporters report the occupied channel to a neighbor cell adjacent to a target cell, or the service area of the base station where the incumbent user/system has occupied the channel.
