A method and a system for measuring maintenance and repair development scale of the software are provided to improve objectivity in the estimation of the development scale by using the mean value of the function point actually formerly applied. A method for measuring maintenance and repair development scale comprises: a step(S110) of discriminating and inputting the function type and the improvement type for one or more functions of being included in requirement, when requirement of the maintenance and repair of the software is generated; and a step(S130) of presumption-computing the development man-hour of the requirement from the function point measured during the predetermined period.
