A method of dividing sanitary landfill into sections and detecting leakage in each section is provided to arrange positive electrode rods around a water barrier of landfill, set a negative electrode rod at the center of the water barrier, measure current and resistance in the positive electrode rods and negative electrode rod to detect water leakage. A fence type leakage detecting device includes positive electrode rods(3), a negative electrode rod(4), a power supply(5) and a multimeter(6). The positive electrode rods are arranged in a fence shape around a water barrier(2). The negative electrode rod is arranged at the center of the water barrier. The power supply applies electricity to the positive and negative electrode rods. The multimeter is connected to the power supply and measure variations in current and resistance.
