A power generating device and a power generating method are provided to generate electricity by rotating a coil winding unit along a gap between a permanent magnet of an S pole and the permanent magnet of an N pole. A permanent magnet fixing frame(3) includes a pair of circular elements(R,R1). A circular magnet group stator(7) includes a plurality of permanent magnets(6) of an N pole and the plurality of permanent magnets(5) of an S pole. A plurality of permanent magnets of the N pole and the plurality of permanent magnets of the S pole are symmetrically arranged in a surface layer of the pair of circular elements. A central axis(8) is vertically installed in the center part of the stator of the circular magnet group. A rotary member(12) is supported in the central axis by the medium of a bearing. A coil winding unit(11) is positioned in an air gap between the permanent magnet of the N pole and the permanent magnet of the S pole. The coil winding unit is coupled to the rotary member.
