PPROBLEM TO BE SOLVED: To provide a manufacturing process of a norbornene resin film having a hard coat layer by which the norbornene resin film having the hard coat layer with excellent optical characteristics and sufficient surface hardness can be obtained by a simple method and further to provide the norbornene resin film having the hard coat layer. PSOLUTION: The manufacturing process of the norbornene resin film having the hard coat layer comprises a process of forming a norbornene resin base material film and a process of forming the hard coat layer containing at least two kinds of organic components on the obtained norbornene resin base material film and further the hard coat layer is in a state of phase separation.
