A polyurethane foam media is provided to effectively remove COD and colors by maintaining excellent attachment efficiency of microorganisms and reinforcement of durability, a manufacturing method of the polyurethane foam media is provided, and uses of the polyurethane foam media in the non-decomposable industrial wastewater treatment are provided. In a method for manufacturing a polyurethane foam media for simultaneously removing COD and colors in wastewater, the method comprises: carbonizing sewage sludge and organic sludge at a temperature of 200 to 550 deg.C to produce sludge carbide; adding a weighting material to an aqueous solution prepared from 90 to 110 g of a polyurethane prepolymer and 1 liter of water in the amount of 3 to 20 g/liter with respect to an 1 liter container containing 100 g of the polyurethane prepolymer; mixing 10 to 30 g of the sludge carbide with an aqueous polyurethane prepolymer solution to which the weighting material has been added to prepare a mixture; and adding 110 g of a surfactant to 100 g of the mixture, and foaming the weighting material-added mixture to manufacture a polyurethane foam media.
