A non-solvent type urethane coating agent for top coating is provided to ensure excellent water resistance, gloss, abrasion resistance and chemical resistance and to have properties similar to the solvent type paint while not using a dioctylphthalate, heavy metal and organic solvent. A non-solvent type urethane coating agent for top coating is obtained by coating the top of the concrete floor with a hybrid inorganic film waterproofing agent to form a middle film, and applying the coating agent of top coating on the middle film to protect the middle film. The coating agent for top coating does not contain the organic solvent and is a two-part reaction curable waterproofing agent. The main material comprises branched polyether-polyester polyol 35~70 parts by weight, filler 35~60 parts by weight, silicone oil 0.1~2 parts by weight, fatty acid ester compound 1~10 parts by weight, acryl copolymer 0.1~3 parts by weight, zeolite powder 1~5 parts by weight and UV protecting agent.
