A transgenic plant is provided to delay seed germination and inhibit cysteine peptidase activity by expressing a phytocystatin cDNA gene clone(GenBank access no. L41355) isolated from a flower bud of Brassica campestris subsp. napus var. pekinensis. A transgenic plant is characterized in that it is transformed by a phytocystatin gene derived from Brassica rapa. A method for preparing the transgenic plant comprises the steps of: (a) assembling a plant transformation expression vector construct including the phytocystatin gene derived from Brassica rapa; (b) introducing the construct via Agrobacterium into a plant cell to prepare a transgenic plant cell; and (c) growing the transgenic plant cell.
