PPROBLEM TO BE SOLVED: To increase hydraulic turbine energy with a guide plate increasing a specific gravity of fluid and doubling fluid speed. PSOLUTION: A fixed frame trestle 1, an upstream water stop plate 2 and a tilting guide plate 3 at a lower part are mounted in an irrigation canal. A hydraulic turbine is assembled from components of a turbine disk 6, a turbine shaft 7, turbine blades 8, a bearing 9 and a chain gear 11A. A turbine bearing stand frame 5 is mounted to the lower part of the trestle 1. A bearing stand 5 and the bearing 9 are assembled. A cradle for a transmission shaft 10 is mounted to the trestle. The chain gear 11B is assembled to the transmission shaft. A transmission chain 12 is wound around two chain gears for transmitting turbine shaft output to the transmission shaft. Water flows at a water depth ho, a ceiling from a passage inlet of the tilting guide plate 3 from the lower part of the upstream water stop plate 2 to a passage outlet has a passage length declining at 20 degree from the inlet, cross-sectional areas of the passage inlet and outlet decrease, flow speed is doubled, the turbine blades receive pressure of band-like fluid from the outlet, output of the turbine shaft is increased and the rotation speed is doubled.
