PROBLEM TO BE SOLVED: To provide a technique capable of automatically detecting the harmonics of electromagnetic noise on the basis of results of EMI measurements and specifying an electromagnetic noise source.;SOLUTION: A candidate frequency extraction part 104 extracts frequencies having a high noise level on the basis of EMI measurements as candidate frequencies of which the harmonics are to be detected. A first harmonic detection part 120 computes a difference value with another candidate frequency for every candidate frequency and extracts a candidate frequency that is an integral multiple of the difference value. In the case of the presence of a prescribed number of candidate frequencies or more that are integral multiples of the difference value that takes the same value, the first harmonic detection part 120 determines that the harmonics of noise having the difference value as a fundamental frequency are detected. A noise source estimation part 108 makes reference to correlation information between a circuit and the operating frequency of the circuit and estimates a source of noise having the fundamental frequency the harmonics of which are detected.
