PPROBLEM TO BE SOLVED: To provide a catalyst for a fuel cell which exhibits high catalytic activity in the fuel cell, increases a three-phase interface, reduces use amount of metal, and exhibits excellent and stable power generation characteristics for a long period of time, to provide a membrane electrode assembly using the catalyst for a fuel cell, and to provide a fuel cell. PSOLUTION: The catalyst for a fuel cell contains a ligand containing two or more chemical structures selected from -NHSB2/SB, =NH, =N- in a molecule and having a planar structure and metal-NSB4/SBstructure formed of metal highly controlled in structure. The catalyst for the fuel cell carries metal fine particles on thermally treated coordinated polymer metal complex formed by thermally treating the coordinated polymer metal complex having a high specific surface area because it is porus. The oxidation-reduction catalyst and a polymer coated catalyst for a fuel cell are formed of the catalyst for the fuel cell, or a catalyst carrying conductor for carrying the catalyst for the fuel cell on a conductive carrier, or a thermally treated catalyst carrying conductor formed by thermally treating the catalyst for the fuel cell or the catalyst carrying conductor.
