PPROBLEM TO BE SOLVED: To provide a concrete placing device which contributes to shortening of a concrete placing line washing time and achieves setup of re-excavation in a short period of time, and also to provide a tunnel excavator equipped with the concrete placing device. PSOLUTION: The concrete placing device is comprised of: an inner form S; and an end form 46 for securing a concrete placement space E between the inner form and a peripheral wall of the natural ground. The end form has a concrete placing pipe 50 inserted therein and fixed thereto, and has a sliding block valve device 60 built therein. The block valve device has a slide jack 63 and a slide valve body 65, and by extension/contraction of the slide jack, either a first connecting pipe portion 69 to which a concrete placing pipe arrangement 51 is connected or a second connecting pipe portion 70 to which a thrusting jack 71 is connected, selectively communicates with the concrete placing pipe. When the second connection pipe portion 70 communicates with the concrete placing pipe, the thrusting jack is extended, and a rod piston 72 connected to the rod tip of the jack, advances, to thereby push concrete remaining in the concrete placing pipe into a concrete placement space.
