PROBLEM TO BE SOLVED: To provide a traffic measuring device capable of accurately and efficiently recognizing whether or not an arbitrary user terminal is present in a communicatable range in the mobile communication. SOLUTION: This device for measuring the traffic rate of a base station 10 and a user terminal 20 in the mobile communication network using a public network is provided with a calling center 30 for preparing a calling list is prepared from a user data base 40, and for calling a pseudo incoming call through a public network 80 to the user terminal 20 according to the calling list, a call record preparing means 50 for preparing call records by measuring the number of user terminals connected in response to simultaneous calling due to the pseudo incoming call, and a collecting center 60 for calculating a traffic rate by collecting the call records prepared by the call record preparing means 50.
