PPROBLEM TO BE SOLVED: To provide facilities for cleaning up a floor surface undergoing the adhesion of oil which enable the efficient growth of microbes by a simple circulating water system structure even in the absence of the positive performance of the introduction of a culture apparatus, exposure to air etc., and can keep floor surfaces of plant facilities etc. clear by rapidly biodegrading oil. PSOLUTION: In an employed technological means, a water supply pipe 2 is laid on the top surface of the floor surface 1, a water collecting portion 3 is formed below the level of the floor surface 1, an oil/water separation tank 5 is installed outside the floor surface 1, water discharged from a final tank of the oil/water separation tank 5 flows into the water supply pipe 2 via a water supply portion 22 again so as to constitute a closed circulating water system, aerobic microbes capable of biodegrading oil-and-fat inhabit the whole water system, the floor surface 1, the water supply pipe 2 and the water collecting portion 3 are at least partially provided with a mushroom bed 4 which enables the inhabitation and growth of the microbes, and the oil adhering to the floor surface 1 can be biodegraded and cleaned up.
