PPROBLEM TO BE SOLVED: To provide a governor for hydraulic power generation capable of materializing high speed load following and stable control operation even if it gets into a one-machine one-load condition due to an accident, a speed governing control device for hydraulic power generation equipped with the same and a hydraulic power generation plant. PSOLUTION: The speed governing control device for hydraulic power generation roughly consists of a deviation signal producing part 10, a PID operation part 20, an actuator 30 and the like. The deviation signal producing part 10 adds frequency deviation and output deviation at predetermined speed drop rate and produces control deviation signal. The PID operation part 20 is provided with a P element 21 weighted by frequency for proportion operation, an I element 22 for integration operation, a D element 23 for differential operation of imperfect differential calculus and an output adder 24 adding each output from the elements 21-23. The P element 21 weighted by frequency includes a delay filter (delay filter for P element) performing delay operation of a value obtained by the P element 21 according to this invention.
