A sowing plate, a device for sowing a gel-lapped seed by using the sowing plate, and a method for using the sowing device, are provided to improve the flexibility of the gel-lapped seed, which is apt to be attached to an upper surface of the sowing plate or to be deformed, and to allow the sure and easy sowing work. The device for sowing the gel-lapped seed includes: a sowing plate(A) and a support frame(B) for supporting the sowing plate(A). The sowing plate(A) comprises: a sowing plate body(1), on whose bottom a seed drop hole(11) is formed; a seed storing plate(2), mounted onto the bottom of the body(1) in a slidable manner and having a seed storing hole(21); and a shutter(3), arranged on one side of a surrounding around the bottom of the body(1) and receiving or discharging the gel-lapped seed; and the support frame(B) has a function for positioning the sowing plate(A) onto an upper part of a cell tray(6), into which the gel-lapped seed is sowed.
