PROBLEM TO BE SOLVED: To provide an apparatus and construction method for quickly and easily fireproofing/protecting piping such as a long cable pipe and a gas pipe in a facility.;SOLUTION: A thermal insulation material has an openable cut 7A. An intermediate material is processed to be corrugated. An exterior material 4 is a joint section 10 having both side ends 9A, 9B extending in the longitudinal direction, combined and separated, and opened when it is separated. A recess 14 is formed at one end of the exterior material 4. A protrusion 15 is formed at the other end. The thermal insulation material 2 is opened at the cut 7A. The piping 1 is covered with the thermal insulation material 2. End faces of the adjacent thermal insulation materials 2, 2 abut on each other. An abutment section and the cut 7A of the thermal insulation materials are sealed by fireproofing coatings 6, 8. The intermediate material covers thermal insulation material, is covered with the exterior material 4, and closed by coupling the joint section 10.
