PROBLEM TO BE SOLVED: To provide a construction method for a guard fence or a soundproof wall against an avalanche and a rock fall, which can greatly reduce labor, a time and costs, required for support erection and fixing operations in the construction of the guard fence or the soundproof wall; to provide a precast concrete block constituting an upper section of a retaining wall or a foundation block; and to provide a temporarily fixing member for the support for use in the construction method for the guard fence or the soundproof wall against the avalanche and the rock fall.;SOLUTION: The temporary fixing member 20 comprises a sandwich-pressing portion 21 for temporarily fixing the support 14 by pressing it in the state of sandwiching it between both side surfaces, and a supporting portion 22 which supports the sandwich-pressing portion 21, which abuts on the top surface and both side surfaces of the upper section of the retaining wall 13 and which slides in the length direction of the retaining wall 13 astride the upper section of the retaining wall 13.
