The summary server comprises a storage storing a reference amount of usage on each of individual data pieces, and a controller which, when the individual data piece is received from the measuring instrument, calculates the amount of carbon dioxide that has been reduced as a surplus value on the basis of both the amount of carbon dioxide emission or the amounts of emission of the received individual data pieces and the reference amounts of usage of the plurality of individual data pieces.
