Disclosed is a soil-conservation tilling implement, wherein on the internal concave side of a C-like support a resilient element is fixed by one side and in front of thereof a needle disk is disposed. The motion trajectory of the ends of the needles of the needle disk while it is rotating crosses the other side of the resilient element. The lower point of the motion trajectory of the ends of the needles of the needle disk is arranged higher than the horizontal line that passes through the base of a blade. Due to such implementation the intensity of oscillations of the blade and quality of soil cultivation is increased, the versatility of the device while cultivating the different types of soils is expanded.
