PURPOSE: A marine city construction business module utilizing a sea reservoir and a self-generation energy supply system are provided to activate marine electric power production by converting the electric power energy into hydrogen energy in the sea and supplying the hydrogen energy. CONSTITUTION: A marine city construction business module utilizing a sea reservoir and a self-generation energy supply system comprise a sea fixed standing complex tidal power plant system and a system module. The sea fixed standing complex tidal power plant system comprises a fixed lower water tank, a floating water power plant, a platform, and an upper water tank, and a floating air power plant. The water power generator and a pneumatic power generator successively operate and generate the electricity by the tidal energy. In the system module, ballast is equipped with the bottom of the floating lower water tank, the sea floating standing complex tidal power floating power plant is built and installed in the sea. A hydrogen gas manufacturing chamber, a hydrogen fuel cell manufacturing chamber, and a liquid hydrogen gas manufacturing chamber produce the hydrogen fuel using the electricity produced by the floating power plant.
