The method involves arranging a gas-insulated tube conductor (3) in an external protective tube (2). An inner conductor is arranged coaxial to a casing tube of the tube conductor. Sections (3', 3'', 3''') of the tube conductor are connected with each other to axial ends at a connecting space (6) of a laying device (7) e.g. ship or floating platform. Sections (2', 2'', 2''') of the protective tube are temporarily connected with each other parallel to the sections of the tube conductor at another connecting space (8) and inserted in the sections of the tube conductor. An independent claim is also included for a device for laying an electrical conductor.
