PPROBLEM TO BE SOLVED: To provide a method and an apparatus for efficiently treating water containing manganese and hardly biodegradable organic matter. PSOLUTION: In a coagulation reaction tank 2, NaOH and NaClO are added to raw water containing manganese, an organic solvent and hardly biodegradable organic matter to keep the raw water at pH 9 or higher, the raw water is subjected to coagulation treatment and separated into solid matter and liquid in a solid-liquid separation tank 3. After accelerated oxidation of the separated water in an accelerated oxidation tank 5 without neutralizing the separated water using ozone, the separated water is adjusted to a given pH value when necessary, and is treated in a biological treatment tank 7. The biologically treated water is separated into solid matter and liquid in a settling tank 8. The supernatant water is passed through an activated carbon column 9 to produce treated water.
