PPROBLEM TO BE SOLVED: To provide a reviewer evaluation apparatus, a reviewer evaluation method and a program for quantitatively evaluating the capability of a reviewer. PSOLUTION: The reviewer evaluation apparatus includes: a review history storage means for storing information indicating a place according to a record in a document pointed by a reviewer, for each review of the document; an evaluation value calculation means for increasing weight according to the number of times that the same place is pointed out, based on the information stored in the review history storage means, applying the weight to each record and calculating a rate of the total weight to total records as an evaluation value of the reviewer; and an output means for outputting the evaluation value.
