PROBLEM TO BE SOLVED: To provide a method for producing a soil conditioner capable of preventing the elution of fluorine contained in gypsum in the recycling of waste gypsum such as a waste gypsum board etc., and repairing the contaminated soil containing the fluorine, the soil conditioner and the method for repairing the contaminated soil by using the same.;SOLUTION: This soil conditioner capable of repairing the contaminated soil containing the fluorine is obtained by crushing the waste gypsum board (S11), further grinding (S12), then separating to paper and waste gypsum (S13), and next, heating for dehydrating the waste gypsum to obtain gypsum hemihydrate (S14). On the other hand, andosol is calcined (S15) and mixed/agitated with the gypsum hemihydrate (S16). Thereby, the fluorine contained in the gypsum hemihydrate is adsorbed and coagulated by mixing/agitating with the volcanic ash soil so as to be prevented from eluting, and the soil conditioner capable of repairing the soil containing the fluorine can be obtained.;COPYRIGHT: (C)2011,JPO&INPIT
