PPROBLEM TO BE SOLVED: To provide a halogen-free flame retardant adhesive composition excellent in preservation resistance, and to provide using the flame retardant adhesive composition a flexible copper-clad laminate, coverlay, and adhesive film excellent in handleability and moldability and having high adhesion, flexibility, heat resistance, insulation reliability, and warpage characteristics simultaneously. PSOLUTION: The halogen-free flame retardant adhesive composition comprises (A) a polyepoxide compound, (B) bis-p-aminobenzoate represented by general formula (1) (wherein m and n are each independently an integer of 1-12, and mn is 6-20), (C) a curing accelerator for epoxy compounds, (D) a phosphazene compound, (E) an organic phosphinate compound, (F) a synthetic rubber, and (G) an inorganic filler, and the total amount of the component (D) and the component (E) against the total adhesive compound is 5-30 mass%, and the mass ratio of (D) component to (E) component: (D)/[(D)+(E)] is 0.3-0.7.
