PPROBLEM TO BE SOLVED: To provide a time-series data recognizing method for improving recognition precision by reflecting the transition of the time-series data on data recognition, and to provide a time-series data recognizing device and a program. PSOLUTION: A winner unit is selected based on similarity between each input vector x(t) constituting the time-series data and a connection weight vector Wj and similarity between a winner afterglow vector Y(t) and an experience weight vector Uj. Then, the winner afterglow vector Y(t) is updated according to the selected winner unit.
