PROBLEM TO BE SOLVED: To provide a resource allocation system and method, capable of adjusting an energy and performance when resources are allocated on the side of a user terminal device, and the user terminal device applied thereto.;SOLUTION: The resource allocation system contains a plurality of user terminal devices which decide a requested amount of resources and demand a resource allocation, and a relay device which decides an amount of the resource allocation with respect to the demand for the resource allocation, and transmits the decided amount of the resource allocation to the user terminal device which has demanded the resource allocation.
