PROBLEM TO BE SOLVED: To provide a hydrogel base enough and together having required characteristics comprising high water retention, high adhesion, and high shape retention which are conventionally contrary to one another and capable of being prepared by a relatively simple production process, to provide a poultice base given by using the same, to provide a poultice, and to provide an aqueous gel sheet.;SOLUTION: This hydrogel base is obtained by irradiating an aqueous solution of a polyacrylic acid derivative with energy rays, wherein the polyacrylic acid derivative has functional groups which are crosslinkable by the energy rays. The poultice base is prepared by making a medicament contained in the hydrogel base. The poultice is prepared by spreading the poultice base on a base material.
