PROBLEM TO BE SOLVED: To quickly and consistently determine whether or not applications for electricity use from customers should be referred to a design department in a power company.;SOLUTION: An electrical shop computer 3 receives an electricity use application from a customer computer 2 and sends it to an engineering company computer 4. The engineering company computer 4 receives the electricity use application from the electrical shop computer 3, adds items of electrical work according to the electricity use application, and sends the electricity use application with the items added to a power company computer 5. The power company computer 5 receives the electricity use application from the engineering company computer 4 and determines whether or not the electricity use application needs design referral. If design referral is necessary, work instructions are created according to the electricity use application examined in a design department and sent to the engineering company computer 4.
