PPROBLEM TO BE SOLVED: To provide a coating film resistant to scattering and dissipation by rain, wind and dry condition and capable of keeping high alkalinity for a long time. PSOLUTION: The lasting alkaline stable coating film 11 is an alkaline coating film containing 25-67 pts.wt. of a non-alkaline thickening resin 12 and 30-72 pts.wt. of slaked lime particles 13 based on 100 pts.wt. of total coating film, covering the surface of a base material 21, and having cracks 15 communicating to the slaked lime particles 13.
