PPROBLEM TO BE SOLVED: To provide an illustration creating device or the like for automatically creating an image or the like reflecting subtle feelings or the like of a creator included in the content/context of text. PSOLUTION: The illustration creating device 1 is provided with an image data storing part 50 storing a plurality of image data, a plurality of related words relating to the respective image data, and one counter in association with each other, a language analyzing means 21 dividing a character string included in text data into words and storing them as a set of text words in a word group file 91, a comparison verification means 22 determining whether the respective text words agree with the respective related words or not and increasing a value of a counter corresponding to the related word in the case of agreement, and selecting image data corresponding to a counter having a maximum value when determination on all the text words is finished as illustration data, and an illustration pasting means 24 connecting the illustration image data and the character string included in the text file together for generating an illustration file.
