PROBLEM TO BE SOLVED: To provide a simple-structured system and a tag device, which can perform rapidly, certainly and stably a process of retrieving mobile body information or the like in a contact-free manner.;SOLUTION: A tag device 1 is attached to a mobile body 2. Infrared light is emitted from a mobile-body-passing-start detector 16 of an information communication device 5 spaced from a moving region 3 of the mobile body 2. When having detected responded light from a response means 7 of the tag device 1, a plurality of light-emitting diodes arranged side by side in an infrared light communication unit 15 is allowed to turn on by two or more sequentially from a side of the mobile-body-passing-start detector 16 and then to sequentially turn off after a preset time has gone by. A light-electromotive-force-operation unit 8 of the tag device 1 receives the infrared light signal from the light-emitting diodes to perform a light-electromotive-force operation. An information processing controller 10 retrieves corresponding information in response to information retrieving instructions of the infrared light signal emitted from the light-emitting diodes.
