PROBLEM TO BE SOLVED: To provide an apparatus for dismantling an underground foundation pile which has high general applicability to various foundation piles, and dispenses with incidental dedicated facilities such as a long and large exclusive vehicle, and to provide a method of dismantling the underground foundation pile by using the apparatus.;SOLUTION: The apparatus 1 for dismantling the underground foundation pile has a frame 20 that can be lifted down from the ground into a casing hole by means of wire ropes 10, and the frame 20 has a plurality of dismantling arms 30 arranged thereon in a manner of being openable and closable downward. Each dismantling arm 30 can be driven by a plurality of hydraulic cylinders 40.
