PURPOSE: An apparatus and a method for allocating a physical cell identity of a home base station are provided to allocate PCI(Physical Cell Identity) which is not allocated to a home base station existing in one cell area, thereby avoiding collision.;CONSTITUTION: A communication unit(240) receives a PCI group request from a home base station gateway. A PCI group allocating unit(230) checks geographical information of the home base station gateway. The PCI group allocating unit checks PCI group information allocated to a home base station gateway adjacent to the home base station gateway.
