PURPOSE: An expandable connecting device and a construction method thereof are provided to prevent a foreign material from entering and to minimize frictional force. CONSTITUTION: An expandable connecting device is as follows. A hole of a given diameter and a given depth is formed on a slab surface(F). Resin(R) is injected into the hole and an anchor bolt(B) is inserted into the hole. A rubber pad(P) is installed on the anchor bolt and a second lower plate(210) is supported on the rubber pad. A waterproof material(W) is installed on the second lower plate. The waterproof material is covered with a second upper plate(220) and a second cover plate(230). The second upper and cover plates are fastened with a nut(N) and the anchor bolt is caulked.
