PURPOSE: An image noise removing method and apparatus thereof based on a block are provided to reduce the damage of a video signal through the detection of an edge area and a text area. ;CONSTITUTION: A similarity determination unit determines similarity between a reference block and a current block within a search range(510). A weight determination unit determines weight by reference block about the current block based on similarity(520). The weight by reference block compares an exponential function value about the similarity by reference block.
